Parcel A South is a 100% affordable transit-oriented development at the El Cerrito Plaza BART Station consisting of a new 6-story multi-family residential building with 70 apartments for low, very-low, and extremely income family households. The building will be comprised of 1-, 2-, and 3-bedroom units, a secured bike storage room with 106 bicycle parking spaces, off-street parking, residential lobby and community room, and courtyards/green space and play area for residents.

Project timeline

  • October 2022 - SB 330 Preliminary Application was submitted to the City of El Cerrito.

  • April 2023 - Parcel A South was ministerially entitlement via AB 2923, ahead of the remainder of the Master Plan entitlement in 2024, to apply for essential housing and infrastructure funding.

  • December 2024 - HCD awarded the City and Related California $39M in Affordable Housing and Sustainable Communities (AHSC) funds for the construction of affordable housing, bike and pedestrian improvements, tenant protection programs, and economic empowerment initiatives.

  • April 2025 - Caifornia Tax Credit and Debt Limit Allocation Committee (TCAC/CDLAC) allocated tax credit equity and tax-exempt bonds to the Project.

  • Late 2025 - Target Construction Commencement

  • Q2 2027 - Target Construction Complete
